The River Ridge Development Authority is governed by a five-member board appointed by local municipalities and partner agencies. These leaders bring decades of combined experience in public service, finance, planning, and economic development.
Dr. Treva Hodges
President
Term: 1/1/24-12/31/26
Appointed by the City of Charlestown
Mayor of Charlestown, Dr. Hodges holds a Ph.D. in leadership and previously taught political science at Indiana University Southeast. She brings experience in community development and a strong commitment to public service.
Edward “Ed” Meyer
Vice President
Term: 1/1/23-12/31/25
Appointed by the Town of Utica
Mr. Meyer is a former Clark County Commissioner who played a pivotal role in the creation of the River Ridge Development Authority. He brings deep institutional knowledge and decades of public-sector leadership.
Brian Lenfert
Secretary/Treasurer
Term: 1/1/23-12/31/25
Appointed by Clark County
As Clark County Council President, Mr. Lenfert brings fiscal oversight, public budgeting experience, and a regional perspective to the board’s long-term planning efforts.
Eric Ballenger
Member
Term: 1/1/25-12/31/27
Appointed by the City of Jeffersonville
Mr. Ballenger is a Jeffersonville native and civic leader with expertise in real estate, neighborhood revitalization, and nonprofit administration.
Dr. Tony Bennett

Appointed by the Ports of Indiana
Dr. Bennett is the former Indiana Superintendent of Public Instruction and a national education policy leader. He brings strategic insight and a background in state-level governance.
