Permitting That Keeps Projects Moving

The River Ridge Development Authority manages all development within the Commerce Center, giving companies a single point of contact and a fast-track path through the permitting process. With board members representing Jeffersonville, Charlestown, Clark County, Utica, and the Ports of Indiana, RRDA works in close partnership with local governments to keep approvals efficient and predictable. In 2024 alone, the Authority invested over $20 million in infrastructure, including $12 million toward wastewater treatment plant expansions in Jeffersonville and Charlestown. This reflects the proactive, collaborative approach that helps projects stay on schedule and move from concept to construction without delay.

Infrastructure Investment & Business Incentives

The entire Commerce Center is located within a Tax Increment Financing (“TIF”) district, allowing a portion of property tax revenue to be reinvested into infrastructure that directly benefits your site. This can include road access, utility extensions, and drainage improvements that reduce upfront costs and accelerate project timelines. In addition, River Ridge falls within Indiana-designated Urban Enterprise Zones (“UEZ”), which are specially designated areas in which businesses are afforded certain local tax benefits specifically for qualifying investments in real and personal property. These benefits, combined with the Commerce Center’s streamlined permitting process, give companies powerful tools to reduce risk and enhance ROI from day one.

State of Indiana Incentive Programs

The Indiana Economic Development Corporation (IEDC) offers competitive, performance-based incentives that are available to qualifying projects within the park:

Refundable income tax credit based on payroll from new job creation.

Non-refundable credit tied to eligible capital investment in facilities and equipment.

Nonrefundable Indiana state tax credit that offsets eligible relocation costs for businesses that move their corporate headquarters to Indiana.

Infrastructure support that helps fund public improvements like roads, sewer, and water tied to your development.

Additional funding is available for training in high-demand sectors including logistics, manufacturing, and tech.
