River Ridge Approves $1.7 Million Services Agreement with City of Jeffersonville

Agreement goes to Jeffersonville City Council for approval of Public Safety and Wastewater Utility Services within the River Ridge Commerce Center
Jeffersonville, IN (September 29, 2025) – Today at a special called Board of Directors meeting, the River Ridge Development Authority (RRDA) approved a Resolution authorizing a 2025 City Services Agreement with the City of Jeffersonville. The 2025 City Services Agreement now goes to the Jeffersonville City Council for approval. Since annexing the portion of River Ridge within the City limits in 2000, Jeffersonville provides those property owners within the River Ridge Commerce Center municipal services including public safety and wastewater treatment.
If approved, River Ridge will provide a one-time payment of $1.7 million to Jeffersonville. In return, the city will continue to provide police and fire protection and wastewater treatment services. Today’s action also terminates another agreement from earlier this year for policing, for which River Ridge has paid $332,191. Together, RRDA’s contributions to the City of Jeffersonville in 2025 will top $2.0 million.
“River Ridge and the businesses within the Commerce Center are grateful for our partnership with the City of Jeffersonville,” said Marc Hildenbrand, RRDA Executive Director. “We appreciate the services that allow our businesses to grow, thereby benefiting the city and the entire Southern Indiana region.”
In 2024, the River Ridge Commerce Center was home to over 80 companies, employing a total of 12,675 employees.
“Agreements like this are a great example of how a successful region addresses community needs, and grows economic prosperity benefiting all residents,” Hildenbrand added.
The RRDA is undergoing a financial analysis to determine its funding capacity for compensation to other governmental service providers in 2026 and going forward.

The River Ridge Development Authority (RRDA) manages the River Ridge Commerce Center, a 6,000-acre business and office park established in 1998 to replace lost economic activity from the closure of the Indiana Army Ammunition Plant. Today, River Ridge is home to more than 80 companies such as Amazon, Meta, Canadian Solar, Collins Aerospace, Medline, and PharmaCord. Onsite employment totaled more than 12,675 in 2024, and the Commerce Center produced a record economic output for the region. The investments and growth at River Ridge earned the RRDA the International Economic Development Council’s 2020 Gold Award for Real Estate Redevelopment and Reuse.
